I think this question really comes down to a matter of perspective, timing and intention.
Did you plan to have a lazy day? A day to unwind and decompress?

If so, then I don’t think it can really be labeled “unproductive”, without the caveat that said unproductive state was planned, and the goal was likely to try and get some rest and come back refreshed.
Now, conversely, if it’s a case of showing up at the office, being a lazy ass and just plain not doing your job, then I can see the “unproductive” tag being thrown on it.

But, even then, it might come down to intention or other circumstances.
You might be doing nada because you’re pissed off at your boss. If that’s the case, then you likely feel like you accomplished something, even if it’s merely pissing him off in return because you didn’t meet a deadline or some such.
Or, you could be sick, which despite your best efforts, is making you “lazy” and lethargic.

At the end of the day, your mindset and your intention, conscious or otherwise, is likely going to be one of the key factors on how productive or unproductive you truly feel.
